Commitment

Replace short funding cycles for key RandD institutions with 10-year budgets

What Does It Mean For the UK?

Why > The UK’s R&D expenditure as a share of GDP is low, with government-performed R&D accounting for just 0.12%. This falls below the OECD averages of 0.24% in 2019 and 0.26% in 2020 (Independent Review of the UK’s Research, Development and Innovation Organisational Landscape). Long-term budgets provide stability, enabling R&D institutions to plan and execute ambitious, high-impact projects without the uncertainty of short-term funding cuts. This approach fosters innovation, strengthens the UK’s global competitiveness, and ensures consistent progress in critical scientific and technological areas. What Success Means > Success means enhanced innovation capacity, groundbreaking research outcomes, increased international collaboration, and a stronger position for the UK as a global leader in science and technology. It also ensures sustained job creation and economic growth driven by advanced R&D efforts.

It also means the establishment of more data centers, improving the UK’s digital infrastructure, supporting the growth of tech businesses, and ensuring the country remains competitive in the global digital economy.
