Commitment

Introduce and enforce the full right to equal pay for disabled individuals, ensuring that they receive pay equivalent to their non-disabled counterparts for the same work by the end of the 2024-29 Parliament.

What Does It Mean For the UK?

Why > In 2023, the median disability pay gap was -39.3%, favoring disabled employees. In 2021, disabled women earned 10.5% less than non-disabled women, and disabled men earned 12.4% less than non-disabled men. For ethnicity, the mean bonus gap was 9.8% in favor of white employees, while the median gap favored minority ethnic employees at -13.3%. The median ethnicity pay gap rose to 16.8%, and the mean gap increased to 13.1%. Introducing pay gap reporting for disability and ethnicity would ensure transparency and accountability. Australia’s Workplace Gender Equality Agency requires similar reporting, leading to more equitable workplaces. What Success Means > Success would mean reduced pay gaps, better representation in the workplace, and more inclusive employment practices. It would also foster a fairer economy and society.

Commitment

Single Enforcement Body > ensure that employment rights are upheld, including newly introduced rights such as parental leave, sick pay, and protection against unfair dismissal. This body will require appropriate funding and staffing to effectively monitor compliance and enforce regulations across various sectors. To implement this, the government will need to define the structure and operational framework of the enforcement body, allocate resources for training enforcement officers, and develop clear guidelines on how to investigate violations and impose penalties.

What Does It Mean For the UK?

Why > The UK currently has multiple agencies responsible for different aspects of employment rights, leading to confusion and inefficiencies. A Single Enforcement Body would streamline oversight and enforcement, similar to New Zealand’s Labour Inspectorate, which ensures compliance with labor laws across all sectors. What Success Means > Success would mean more effective enforcement of employment rights, reduced exploitation, and greater confidence among workers that their rights will be protected. It would also simplify the regulatory landscape for businesses, making it easier to comply with the law.

Access to Work is a government grant scheme which supports disabled people in work. Commitment

Reforming the Access to Work so it is easier to try out jobs without benefit reassessment.

What Does It Mean For the UK?

Why > The Access to Work backlog has been rising in 2024, with 36,721 applications awaiting a decision as of May 7, 2024. Tackling the Access to Work backlog and allowing job trials without benefit reassessment would support disabled people in employment. The UK’s backlog is currently at a record high, with over 25,000 waiting for support【source > DWP】. In Canada, similar programs have reduced barriers for disabled workers. What Success Means > Success would mean better employment outcomes for disabled people, reduced unemployment rates, and increased economic participation. It would also ensure fair and accessible workplaces.

What Does It Mean For the UK?

Why > “There’s a maximum amount for a week’s pay. If you were dismissed on or after 6 April 2024, the amount is £700. If your gross weekly pay is more than £700, you can only claim up to £700 a week” 【source > Citizens Avice】.This policy aims to create a fairer workplace environment by ensuring job security and reducing the likelihood of arbitrary firings. Germany has implemented the The Protection Against Dismissal Act (Kündigungsschutzgesetz) where employees who have been employed for more than six months can only be dismissed for reasons that are socially acceptable What Success Means > Success would mean a decrease in unfair dismissal cases, increased employee satisfaction, and a more transparent hiring and firing process.

Formal published reporting of a disability and ethnicity pay gap for large employers will be legally created by the Government to hold large employers and institutions to account. What Does It Mean For the UK?

Why > The UK aims to implement this policy to promote transparency and accountability among large employers regarding disability and ethnicity pay gaps, addressing inequalities and ensuring fair pay practices. Commitment

Employees will be entitled to parental leave and sick pay from the first day of employment.

What Does It Mean For the UK?

Why > Currently, UK workers must wait several months to access rights like parental leave, sick pay, and protection from unfair dismissal. Labour’s policy would grant these rights from the first day of employment, ensuring all workers are treated fairly from the start. Countries like Germany and Sweden have robust labor protections that apply from the first day of employment, providing a model for the UK. What Success Means > Success would mean greater job security and reduced inequality in the workplace, as all workers, regardless of tenure, would have access to essential rights. It would also promote a healthier workforce with better work-life balance, ultimately increasing productivity and employee satisfaction.

What Does It Mean For the UK?

Why > As of March 2024, approximately 900,000 young people in the UK were classified as NEET (not in education, employment, or training), representing about 1 in 8 youth and an increase of 1.1 percentage points from the previous year 【source > Fee Week】 . This statistic underscores the need for effective policies, such as integrating Jobcentre Plus and the National Careers Service, to provide better support and resources for young people. This integration aims to streamline services and provide comprehensive support for job seekers. What Success Means > Enhanced user experience, improved job placement rates, and more efficient service delivery.

Section 1 of the Equality Act 2010 was never implemented, but the Government plans to introduce this socio-economic duty, requiring public bodies to consider reducing inequalities from socio-economic disadvantage when making strategic decisions. Department for Work and Pensions
#VALUE!

Commitment

Enact the socio-economic duty in the Equality Act 2010 to require public bodies to address inequalities linked to socio-economic disadvantage in their decision-making.

What Does It Mean For the UK?

Why > In 2020, the ONS reported that the wealthiest 10% of households held 43% of the nation’s wealth, while the poorest 50% owned just 9%. Additionally, the WID found that the share of total wealth held by the top 0.1% in the UK doubled between 1984 and 2013, reaching 9%. Enacting the socio-economic duty would require public bodies to consider economic inequalities when making decisions. Scotland has already implemented this duty, leading to more inclusive policymaking. What Success Means > Success would mean more equitable public services, reduced economic inequalities, and greater social mobility. It would also promote fairness and inclusion in all aspects of public life.

The current minimum wage system, which follows age bracketing, limits pay for 18, 19, and 20 year olds compared to 21 year olds and above, will be removed and standardised, which means there will be a standard minimum wage for all adults 18 and above.

Manifesto Section

Commitment

Standardise minimum wage for all 18+ > eliminate age bands for minimum wage, ensuring all adults receive the same pay regardless of their age. Might include revise existing wage laws and conduct consultations with employers and stakeholders to ensure smooth transitions.

What Does It Mean For the UK?

Why > “The Low Pay Commission (LPC) has recommended that the gap between the youth rates and the adult rate be narrowed. The LPC also recommends that the age boundary of the adult rate be lowered to 18+ over time” 【source > Trades Union Congress】.Currently, the UK’s minimum wage has lower rates for younger workers, which Labour argues is discriminatory. Removing age bands would ensure that all adults receive the same minimum wage, as seen in countries like the Netherlands, where there is a unified minimum wage rate for workers aged 21 and over. What Success Means > Success would mean equal pay for equal work, regardless of age, leading to greater fairness in the labor market and reducing youth poverty. It would also incentivize young workers to stay in the labor force and contribute to economic growth.

Commitment

A review or Universal Credit must be published, or Universal Credit amended, abolished or replaced.

What Does It Mean For the UK?

Why > Universal Credit, the UK’s welfare system, has faced criticism for its complexity, delayed payments, and the financial hardship it causes claimants. With 6 million people currently on Universal Credit, Labour’s commitment to reviewing the system aims to make it more effective and compassionate. Countries like Sweden have implemented social welfare systems that provide more immediate support to those in need, reducing reliance on food banks and other emergency services. What Success Means > Improved Financial Support for Vulnerable Individuals and Families > A thorough review would identify and rectify flaws within the Universal Credit system, providing more timely and adequate support to those who need it and reducing poverty levels. Reduced Dependence on Emergency Food Parcels > By making social security more effective, the need for emergency food aid would decrease, promoting a more dignified and sustainable welfare system.

Commitment

Introduce a Race Equality Act and esablish equal pay for Black, Asian, and other ethnic minority people, and protect against dual discrimination and racial inequalities.

What Does It Mean For the UK?

Why > A 2022 report indicated that after the introduction of the Equality Act 2010, the average income of ethnic minorities rose by 9.53%, compared to 5.33% for the wider population, although their average monthly income was previously 7.07% lower. Despite this progress, ethnic minorities still face challenges in employment, with Black workers with degrees earning 23.1% less than their White counterparts. Additionally, a 2022 survey found that 6% of employees reported discrimination, while 7% experienced harassment at work. A Race Equality Act to ensure equal pay and strengthen protections against discrimination would address systemic inequalities. The US Civil Rights Act of 1964 significantly advanced racial equality, providing a model for comprehensive anti-discrimination legislation. What Success Means > Success would mean reduced racial inequalities, better employment outcomes for ethnic minorities, and a more inclusive society. It would also promote fairness and justice in all sectors.

The Government will decrease the overall ‘mass dependence’ on food parcels to a level significantly below the pre-July 2024 level by the end of the 2024-29 Parliament.

Manifesto Section

Policy Area

Government Department

Accountable Minister

Department for Work and Pensions
Liz Kendall

Commitment

Numbers of individuals/families dependent on emergency food parcels must decrease.

What Does It Mean For the UK?

Why > In 2022/23, 2.3 million people in the UK used a food bank, which is 3% of the population. This includes 6% of children, 3% of working-age adults, and 1% of pensioners 【source > UK Parliament, written questions and answers】. The government would implement this to address food insecurity and improve the overall well-being of vulnerable populations. By reducing dependence on food parcels, the government aims to tackle the underlying issues that lead to food poverty, such as low income, unemployment, and inadequate access to affordable, nutritious food. This move also reflects a commitment to enhancing social support systems and promoting self-sufficiency among individuals and families. What Success Means > Success would look like a marked decrease in the number of individuals and families relying on food parcels, with more people achieving food security through stable employment and increased access to resources. Additionally, improvements in economic conditions and social safety nets would contribute to a healthier and more resilient community, reducing the need for emergency food assistance.

Commitment

Reduce gender pay gap and stregthen the Equal Pay Act

What Does It Mean For the UK?

Why > the median pay gap in the UK is 1.2%, down from 6% reported in 2023. The UK aims to implement this policy to promote gender equality in the workplace, reduce the gender pay gap, and ensure fair pay for all employees, aligning with historical commitments to equal pay. What Success Means > uccess would be marked by a significant reduction in the gender pay gap, increased transparency in pay reporting, and improved conditions for women in the workforce. Countries like Iceland and Norway have successfully implemented policies to address the gender pay gap, achieving notable improvements in pay equity through mandatory pay audits and transparency measures.

The Government will enact the proposals in the Labour 2024 Manifesto to ‘Make Work Pay in otder to support female workers by strengthening rights to equal pay and protections from maternity and menopause discrimination and sexual harassment.

Manifesto Section

Commitment

Implement the Make Work Pay plan which involves strengthening the rights to equal pay and protections from discrimination.

What Does It Mean For the UK?

Why > Forth reports that 69% of menopausal women in the UK encounter workplace discrimination. Meanwhile, the Equality and Human Rights Commission states that 77% of mothers have faced discrimination at work during pregnancy, maternity leave, or upon returning to work. Strengthening rights to equal pay, maternity, menopause discrimination, and protections from sexual harassment would ensure gender equality in the workplace. In Iceland, strict gender pay gap laws have reduced inequalities significantly. What Success Means > Success would mean reduced gender pay gaps, more women in leadership positions, and a fairer, more inclusive workplace. It would also promote economic growth by maximizing the potential of the female workforce.

Commitment

Triple Lock for the State Pension must remain intact until the end of the 2024-29 Parliament.

What Does It Mean For the UK?

Why > Labour’s commitment to retaining the triple lock on state pensions—which ensures pensions rise by the highest of inflation, wage growth, or 2.5%—aims to protect pensioners from inflation and ensure a decent standard of living. With over 12 million pensioners in the UK relying on the state pension, this policy is crucial for preventing pensioner poverty. Countries like the Netherlands have similar mechanisms to ensure pensions keep up with inflation, supporting retirees’ financial stability. What Success Means > Financial Security and Reduced Poverty for Pensioners > Retaining the triple lock would ensure that pensioners’ incomes keep pace with the cost of living, reducing poverty and inequality among older people. Increased Public Confidence in the Social Security System > Maintaining a stable and predictable pension system would enhance public trust, especially among older generations who depend on the state for a secure retirement.

The Mineworkers’ Pension Scheme will be reviewed, specifically, the surplus arrangements, which entitles the Government to half the surplus cash from the scheme and instead transfer the Investment Reserve Fund back to members, thus removing money gained by the Government from the Mineworkers’ Pension Scheme and giving it to the mineworkers.

What Does It Mean For the UK?

Why > More than £420m from a pension scheme for mineworkers has flowed into the government’s coffers in the past three years, the BBC can reveal. Reviewing the unfair surplus arrangements in the Mineworkers’ Pension Scheme and transferring the Investment Reserve Fund back to members would address long-standing grievances. Currently, half of the surpluses from the scheme go to the government, which many see as unfair. What Success Means > Success would mean fairer pensions for former mineworkers, recognizing their contributions to the UK’s industrial past and ensuring economic justice.

Commitment

The practice of ‘fire and rehire’ will be banned, preventing employers from dismissing employees and rehiring them on less favorable terms.

What Does It Mean For the UK?

Why > The practice of “fire and rehire,” where employers dismiss staff and then rehire them on less favorable terms, has been widely criticized for exploiting workers. During the COVID-19 pandemic, companies like British Gas used this tactic, affecting thousands of workers 【source > Tribune Mag】. Labour’s plan to end this practice mirrors legislative actions in Spain, where strict labor laws protect workers from such unfair practices. What Success Means > Success would result in fairer labor practices, improved worker morale, and better employer-employee relations. It would reduce unfair treatment in the workplace and contribute to a more stable and equitable labor market.

The remit of the independent Low Pay Commission will be expanded to account for the cost of living, meaning that wages are more likely to go up following any increases in the cost of living.

Manifesto Section

#VALUE!

Commitment

Modify the role of the independent Low Pay Commission to include consideration of the cost of living for the first time. To implement this, the government will need to revise the commission’s guidelines and potentially conduct consultations with stakeholders to assess the impact of living costs on wage levels.

What Does It Mean For the UK?

Why > The current remit of the Low Pay Commission does not explicitly consider the cost of living when recommending minimum wage rates. The Low Pay Commission achieved its goal of establishing the National Living Wage at 60% of median earnings in 2020 and is projected to reach 66% by 2024 Labour proposes to change this, ensuring that wages are aligned with living costs. Countries like Australia take a similar approach, where the Fair Work Commission considers living costs in its annual wage review. What Success Means > Success would result in a fairer minimum wage that reflects the actual cost of living, reducing in-work poverty and boosting consumer spending. It would help ensure that work provides a genuine route out of poverty.

Commitment

Zero-hour contracts will be banned, ensuring workers have more predictable hours and job security.

What Does It Mean For the UK?

Why > Zero-hours contracts can leave workers without guaranteed hours, resulting in income insecurity and financial instability. In the UK, around 1 million workers are on zero-hours contracts, with many facing unpredictable work schedules and income volatility【source > Office for National Statistics (ONS)】. Labour aims to ban exploitative zero-hours contracts to ensure workers have more predictable hours and income. New Zealand banned zero-hours contracts in 2016, leading to improved job security for thousands of workers. It would also create a more balanced labor market, where workers have more certainty and can better plan their lives, ultimately boosting productivity and economic stability.
