New Covid Corruption Commissioner

What Does It Mean For the UK?

Why > An estimated £4.3 billion was lost to fraud and error in Covid support schemes (BBC). Appointing a Covid Corruption Commissioner to recoup lost funds would demonstrate a commitment to accountability and recovering taxpayers’ money, similar to steps taken in the US where the Special Inspector General for Pandemic Recovery was established. What Success Means > Success would mean significant recovery of misappropriated funds, improved public trust in government financial management, and stronger deterrents against future fraud.

Commitment

Implement ‘Martyn’s Law’ to strengthen the security of public events and venues.

What Does It Mean For the UK?

Why > Twenty-two people, some of them children, were killed in the Manchester Arena attack on 22 May 2017 (BBC). Martyn’s Law aims to improve public safety by making public venues better prepared for terrorist attacks. What Success Means > The effectiveness of this law would reduce the risk of terrorism at public events, and reduce the likelihood of physical harm in the event of an attack. By establishing comprehensive security measures (risk assessments, emergency plans, and adequate staff training) government would improve public sfaety and confidence in attending events.

Commitment

Create a new Border Security Command Border Security Command, with hundreds of new investigators, intelligence officers, and cross-border police officers.

What Does It Mean For the UK?

Why > A new Border Security Command with an increased funding such as “25% increase in the agency’s dedicated personnel tackling organised immigration crime” (GOV.UK) can stregthen the country’s ability to combat illegal immigration, smuggling, and other cross-border crimes. By integrating hundreds of new investigators, intelligence officers, and cross-border police officers, the command would enhance coordination, improve intelligence sharing, and enable rapid responses to emerging threats. This initiative reflects a commitment to securing borders more effectively and addressing the complexities of modern migration and criminal activity. What Success Means > Success would involve better detection and prevention of illegal immigration and smuggling, leading to fewer breaches at the border. It would also mean enhanced collaboration between domestic and international agencies, resulting in dismantled criminal networks and safer, more controlled borders. Additionally, public confidence in the government’s ability to manage migration and national security would grow, reflecting the effectiveness of the new command in protecting the UK’s borders.

Commitment

Comprehensive framework to deal with state-based domestic security threats based on the existing framework for dealing with non-state terrorism.

What Does It Mean For the UK?

Why > “There were 242 arrests for terrorism-related activity in the year ending 30 June 2024, 80 more than in the year ending 30 June 2023 (a rise of 49%)” (GOV.UK). A comprehensive framework to address state-based threats would enhance the UK’s national security measures against espionage and foreign interference, similar to how the USA created new domestic security measures after 9/11. This would improve the UK’s ability to respond to incidents like the Skripal poisonings and strengthen diplomatic and economic sanctions against hostile states. This can also act as a detterrent against hostile states, however the UK is already at a relatively low risk of threats from abroad. What Success Means > A successful and comprehensive framework would improve the security infrastructure by implementing systems, policies, and protocols to detect, prevent, and respond effectively and rapidly to state-based threats. As a result, the framework would send a clear message to hostile states that threats to the UK face assured consequences. Ultimately, government would build trust among citizens.

Commitment

Set up a 1,000-strong returns unit to fast-track removals to safe countries for people who do not have the right to stay here.

What Does It Mean For the UK?

Why > Employers who exploit migrant workers undermine labor standards and contribute to a race to the bottom in wages and conditions. In the UK, it is estimated that 1 in 5 low-paid workers are victims of exploitation. Labour’s policy to ban such employers from hiring from overseas aims to tackle exploitation, similar to measures in Germany where firms breaching labor laws face significant penalties. What Success Means > Success would lead to better enforcement of labor standards, reduced exploitation, and fairer competition among businesses. This would help protect both migrant and domestic workers, fostering a healthier labor market.

What Does It Mean For the UK?

Why > A new returns and enforcement unit with an additional 1,000 staff would focus on fast-tracking removals of those who do not have the right to stay in the UK. In 2022, fewer than 3,000 people were removed from the UK despite over 50,000 applications being rejected. Labour’s policy aims to address this inefficiency and ensure that failed asylum seekers are returned to safe countries more quickly. What Success Means > Success would mean faster and more efficient returns, reducing the burden on the asylum system and ensuring that immigration rules are upheld. This would save costs and help maintain public trust in the immigration system whilst tackling the small boat crossing issue.

Commitment

We will negotiate additional returns arrangements to speed up returns and increase the number of safe countries that failed asylum seekers can swiftly be sent back to.

What Does It Mean For the UK?

Why > The UK currently faces significant challenges in deporting failed asylum seekers who do not qualify for refugee status or other forms of protection. As of 2022, fewer than 3,000 people were returned from the UK despite more than 50,000 asylum applications being rejected. This backlog strains the asylum system and increases costs for taxpayers. Labour’s policy to negotiate additional returns arrangements aims to streamline the process of returning failed asylum seekers to their countries of origin or other safe third countries. Countries like Germany and Sweden have established effective bilateral agreements and readmission treaties with various countries to expedite returns, ensuring their asylum systems remain efficient and credible. What Success Means > Success would involve negotiating agreements with more “safe” return countries, enabling swift and humane returns for rejected asylum seekers. By expanding the list of safe return countries, the UK could reduce bottlenecks in the asylum system and discourage illegal immigration, particularly across the Channel. Establishing additional return arrangements would speed up the deportation process, alleviating pressure on public services and accommodation systems. For instance, Germany’s agreements with over 30 countries streamline returns and minimize delays. Reducing the time failed asylum seekers spend in the UK awaiting deportation would cut costs related to accommodation, legal appeals, and welfare support, helping save the taxpayer significant amounts—over £2 billion in 2023 alone. An efficient returns policy would also strengthen public confidence in the asylum system, demonstrating that the UK can manage its borders and enforce immigration laws fairly. By negotiating returns only with countries meeting international human rights standards, the UK would uphold the rights of asylum seekers while ensuring compliance with the European Convention on Human Rights. These efforts would foster collaborative international relations, enhancing the UK’s diplomatic standing as a country committed to both security and human rights.

a new security agreement with the EU to ensure access to real-time intelligence and enable our policing teams to lead joint investigations with their European counterparts.

What Does It Mean For the UK?

Why > A new security agreement with the EU can improve cooperation in combating cross-border threats such as terrorism, organized crime, and cyberattacks. Government aims to strengthen national and European security, improve law enforcement collaboration, and ensure a more coordinated approach to safeguarding citizens. What Success Means > Success would involve more effective sharing of critical intelligence, leading to faster identification and disruption of criminal and terrorist activities. This would result in increased security for both the UK and EU countries, a reduction in cross-border crime, and stronger collaboration in tackling shared threats. Additionally, success would enhance public confidence in the government’s ability to protect citizens through international cooperation and improve relations with EU partners post-Brexit.

John Healey

Commitment

Fully funded police and intelligence services to protect from terrorism and hostile espionage.

What Does It Mean For the UK?

Why > Committing to a 2.5% GDP defence expenditure means the UK would join the top tier of NATO spenders, similar to the USA and Poland. This would likely involve significant investment in modernizing military infrastructure, particularly in cybersecurity, space defence, and advanced weaponry. The move would further strengthen the UK’s defence industry and global military presence but could strain other areas of public finance. This is a big policy decision, and one which will resonate with voters all over the country, particularly in seats which Labour have won off the Tories. This further commitment to NATO might prove to be take a little bit of the burdern off the US shoulders, and if Trump is elected in November, he will be glad the UK has raised defence spending, as he has shamed other nations for not meeting the 2% NATO target in the past. Increasing defence spending to 2.5% of GDP demonstrates leadership within NATO, reinforces alliances, and addresses global security challenges. It allows for significant investments in modernizing military infrastructure, particularly in cybersecurity, space defence, and advanced weaponry. This aligns the UK with allies like the USA and alleviates some of the defence burden on them, especially under a potential Trump presidency, which has previously criticized NATO members for underfunding their defence commitments. What Success Means > Success entails a legally defined roadmap to achieving the 2.5% target, substantial investment in cutting-edge defence capabilities, and a strengthened defence industry that supports high-quality jobs and economic growth. It also solidifies the UK’s position as a key NATO ally, enhances global military presence, and ensures voters recognize the government’s dedication to national security and international obligations.

Policy Area

Government Department

Accountable Minister

Ministry of Defence
John Healey

Commitment

Conduct a Strategic Defence and Security Review within the first year of the 2024-29 Parliament.

What Does It Mean For the UK?

Why > Conducting an SDSR would modernize the UK’s defence strategy to focus on new threats such as cyber and space warfare, placing the UK alongside leading countries like the USA, which have also made similar strategic adjustments. This could lead to new investments in cyber infrastructure and cutting-edge technologies, enhancing both national and NATO-wide security. This comes at a time where the style of warfare is constantly changing and keeping up with our allies in defence strategy is certainly in our interests. The evolving nature of warfare demands a modern approach to defence. By focusing on threats like cyberattacks and space security, the SDSR will ensure the UK is prepared for future challenges. Aligning with allies such as the USA, which have already adopted similar strategies, will strengthen collaboration and interoperability, enhancing national and NATO-wide security. What Success Means > Success means the UK adopting a forward-looking defence strategy, with investments in advanced technologies like cyber infrastructure and space defence systems. This will position the UK as a global leader in addressing modern security threats, bolster national resilience, and ensure the UK remains a strong and reliable NATO ally.

save billions of pounds on cost of assylm hotels.

What Does It Mean For the UK?

Why > The use of hotels to house asylum seekers in the UK has become a significant issue, with over 50,000 asylum seekers placed in hotels as of 2023, costing the taxpayer around £6 million per day. This approach is expensive, unsustainable, and often unsuitable for the needs of vulnerable individuals. Labour aims to end the use of hotels for asylum seekers by clearing the existing backlog of asylum cases and providing more appropriate and cost-effective accommodations. Countries like Germany and the Netherlands provide alternative accommodation in community-based settings or dedicated reception centers, which have proven to be more humane ,cost-effective and effective at helping asylum seekers intergrate into society. Success would mean transitioning asylum seekers from hotels to more suitable and dignified accommodation, such as community-based housing or purpose-built reception centers. It would lead to several key benefits > Reduced Costs > Ending the use of hotels would significantly cut down on the daily costs of housing asylum seekers. Funds saved could be redirected to more sustainable, long-term solutions, such as improving processing times and providing better support services for asylum seekers. Improved Living Conditions > Asylum seekers would benefit from living in more stable environments that allow for greater community integration and access to essential services, such as healthcare, education, and legal support. Faster Asylum Processing > By reallocating resources currently spent on hotel accommodation to speeding up the asylum process, the government could reduce the backlog of cases. This would lead to quicker decisions, enabling genuine asylum seekers to start rebuilding their lives and those without a right to stay to be returned promptly. Enhanced Community Relations > Community-based accommodation models have been shown to foster better relations between asylum seekers and local residents, reducing stigma and fostering integration. For example, Sweden’s focus on integrating asylum seekers into communities has led to more positive social outcomes. Better Mental Health Outcomes > Providing more appropriate accommodation would likely improve the mental health and well-being of asylum seekers, who often experience stress and trauma while waiting for asylum decisions in inappropriate settings like hotels.

Additional caseworkers will be hired to work on the backlog of illegal migrants who need processing and temporary accomodation.

no backlog of immigration

What Does It Mean For the UK?

Why > The backlog of asylum cases in the UK has reached record levels, with more than 175,000 cases awaiting a decision as of mid-2023. This backlog forces the government to use asylum hotels, costing taxpayers around £6 million per day. Labour aims to clear the backlog and end the use of these hotels, saving billions of pounds in the long term. Germany, which processes asylum claims much faster due to better resourcing, has demonstrated that quicker decisions can reduce costs and improve outcomes for asylum seekers and the host country. What Success Means > Success would result in a significantly reduced backlog of asylum cases, the closure of expensive asylum hotels, and a more humane and efficient asylum process. It would save taxpayers billions and allow genuine asylum seekers to integrate and contribute to society faster, while also ensuring those without a right to stay are removed promptly.

strengthen support for refugees in their home region.

What Does It Mean For the UK?

Why > Strengthening support for refugees in their home regions can help reduce the number of people undertaking dangerous journeys to reach the UK. In 2023, 45,755 people crossed the English Channel in small boats seeking asylum in the UK. Similar to Denmark’s approach, Labour aims to support regional stability and development to address the root causes of displacement. What Success Means > Success would mean fewer dangerous crossings and a more managed and sustainable asylum process. It would also lead to more international cooperation and aid aimed at improving conditions in refugees’ home regions, thereby reducing global displacement pressures.

Expenditure does not rise abvoe revenue

What Does It Mean For the UK?

Why > Labour’s commitment to fiscal responsibility includes ensuring that day-to-day public spending is funded by revenues, not borrowing, and that debt falls as a share of the economy by the fifth year of the forecast. The UK’s national debt is currently over 100% of GDP. Many countries, including Germany, have similar fiscal rules to ensure long-term economic sustainability. What Success Means > Success would mean a sustainable fiscal policy that reduces the national debt burden, freeing up resources for investment in public services and infrastructure. It would also instill confidence among investors and international markets in the UK’s economic management.

Debt must be falling by fifth year

What Does It Mean For the UK?

Why > ” UK general government gross debt was £2,720.8 billion at the end of Quarter 4 (Oct to Dec) 2023, equivalent to 101.3% of gross domestic product (GDP)” (Pffice for National Statistics). With UK debt at elevated levels, it is crucial to accelerate debt repayment to maintain a strong economic reputation and ensure long-term stability. What Success Means > Reduced borrowing and lower debt, leading to a more stable economy. However, without borrowing from the Bank of England, higher taxes may be needed to fund other government initiatives.

What Does It Mean For the UK?

Why > In Wales, free breakfast clubs promoted healthier eating and reduced skipped breakfasts. In England, they improved attainment at age 7, with non-attendees also benefiting from a calmer classroom (IFS). Providing free breakfast clubs in every primary school could benefit the 2.5 million children in the UK currently living in food insecurity. Evidence from Finland, where school meals are universally free, shows that such programs can improve attendance, concentration, and overall academic performance. What Success Means > Success would mean better educational outcomes, improved child health, and reduced inequalities. It would also help parents financially, allowing them to work more flexibly and contribute to the economy.

HMRC to tackle tax avoidance

What Does It Mean For the UK?

Why > The avoidance tax gap is estimated to be £1.8 billion in the 2022 to 2023 tax year (GOV.UK). Labour’s plan to modernize HMRC with new technology and powers aims to tackle the £35 billion annual tax gap in the UK. Enhanced measures for registration, reporting, and enforcement, similar to those in Australia, would make it harder for companies and individuals to avoid taxes. What Success Means > Success would mean a reduction in the tax gap, increased revenues for public services, and a more equitable and efficient tax system. It would also deter tax evasion and create a fairer economy.

What Does It Mean For the UK?

Why > Home Secretary announces “up to 100 new specialist intelligence and investigations officers deployed to the National Crime Agency (NCA) to disrupt and smash criminal smuggling gangs and prevent dangerous boat crossings” (GOV.UK). This recruitment can improve security response to illegal immigration, sumuggling, and organized crime. What Success Means > Success would mean a noticeable improvement in the detection and disruption of illegal activities at the border, including fewer incidents of illegal immigration and smuggling. It would also result in stronger intelligence capabilities, quicker responses to threats, and dismantled criminal networks. Overall, ensuring national safety and effective migration management.

Negotiate returns agreements

What Does It Mean For the UK?

Why > This policy focuses on streamlining the process of deporting failed asylum seekers by negotiating additional returns arrangements and expanding the list of “safe countries” to which these individuals can be sent. The inefficiencies in the current system, where only a fraction of rejected asylum seekers are returned to their home countries or other safe countries, contribute to a lack of public confidence in the UK’s immigration system. For example, Sweden has robust bilateral agreements with several countries, facilitating quicker and more efficient returns. Success in managing asylum claims and deportations would mean faster processing times, reducing the number of rejected asylum seekers remaining in the UK for extended periods. Countries like France, with bilateral readmission agreements, demonstrate how swift returns can be achieved. More efficient use of public resources would follow by cutting the time and taxpayer costs spent on accommodating rejected asylum seekers, who often stay in the UK due to prolonged appeal processes and lack of return arrangements. Expanding the list of “safe” countries for return, like Germany’s system, would allow for quicker deportations and fewer delays. Strengthening diplomatic ties with countries of origin through new return agreements would improve cooperation and could involve development aid or incentives for the reintegration of returnees. Crucially, maintaining human rights standards by ensuring returns are only made to safe countries would uphold the UK’s commitment to vulnerable individuals. Ultimately, a more efficient and humane returns process would help restore public trust, ensuring the system is fair, effective, and able to distinguish between legitimate asylum seekers and those without a valid claim.

Why > “OFCOM’s own 2021 report, ‘Online Nation’, records that 9% of social video platform users had been exposed to ‘radicalisation or terrorism’ within the last 3 months” (Independent Reviewer of Terrorism Legislation). Rules around counterextremism align with implementing measures to prevent individuals from being exposed to and influenced by radical ideologies that could lead to violence or societal harm. These measures aim tp prevent and stop evolving tactics of extremists exploiting digital platforms to spread hate and recruit followers. What Success Means > An effective implementation of rules around counterextremism would reduce online radicalization, decrease extremist recruitment, and dismantle networks spreading hate ideologies. As a result, government would foster a safer online environment while maintaining freedom of expression.

Labours policy to end the use of offshore trusts aims to ensure that everyone pays their fair share of taxes. Similar measures in countries like France have resulted in higher tax revenues. What Success Means > Success would result in increased tax revenues, improved fairness in the tax system, and greater public trust in economic policy. Smash criminal gangs helping ilegal imigrants using counter-terror tactics

What Does It Mean For the UK?

Why > “The current peak came in 2022, when over 45 000 people were detected arriving in the UK illegally using small boats” (Global Initiative). The government would implement this policy to disrupt the operations of criminal gangs that facilitate illegal immigration. These gangs exploit vulnerable individuals and profit from dangerous, illegal journeys, often putting lives at risk. By using counter-terror tactics (intelligence gathering, surveillance, and coordinated enforcement) the government aims to dismantle these networks and prevent further exploitation by targeting the facilitators, not just the migrants themselves. What Success Means > Success would mean a significant reduction in the activities of criminal gangs involved in illegal immigration, fewer dangerous crossings and deaths, and a decline in irregular migration overall. It would also involve strengthened border security, improved public confidence in the immigration system, and closer international cooperation to address the root causes of illegal migration. Ultimately, success would create a safer, more controlled migration process while protecting vulnerable individuals from exploitation.

Cost of energy down

What Does It Mean For the UK?

Why > The cost of energy in the UK has risen sharply in recent years, with household energy bills reaching an average of £2,500 annually in 2023 due to global market volatility and supply chain disruptions (House of Commons Library). High energy costs have contributed to the cost-of-living crisis, with nearly 7 million UK households falling into fuel poverty (Energy UK) . Labour’s commitment to bringing down energy costs focuses on increasing renewable energy capacity, improving energy efficiency, and regulating the market to protect consumers. Countries like France have implemented energy price caps and subsidies to shield consumers from rising costs, resulting in more affordable energy bills. What Success Means > Reduced Financial Burden on Households and Businesses > Lower energy costs would directly alleviate financial pressure on households, particularly those in fuel poverty, enabling them to spend more on other essentials and boost overall economic activity. It would also benefit businesses by lowering operating costs, leading to potential growth, job creation, and investment in other areas. Enhanced Energy Security and Independence > By investing in renewable energy and reducing dependence on volatile international energy markets, the UK could achieve greater energy security and price stability. This would make the economy less vulnerable to global energy price shocks, similar to countries like Norway, which leverages its renewable resources to maintain stable, low-cost energy for consumers.

Food prices down

What Does It Mean For the UK?

Why > Rising food prices in the UK have contributed significantly to the cost-of-living crisis, with inflation in food prices reaching over 19% in 2023, the highest in more than four decades. This has led to increased food insecurity, with millions relying on food banks to meet their basic needs. Labour’s policy to bring down food prices involves improving supply chains, reducing reliance on imports, supporting local production, and tackling market inefficiencies and profiteering. Countries like France have implemented measures to cap prices on essential goods and support local agriculture to ensure more stable and affordable food prices for consumers. What Success Means > Improved Food Affordability and Reduced Food Insecurity > Lower food prices would mean that more households, especially those on low incomes, can afford nutritious food without resorting to emergency food aid like food banks. This would improve public health, reduce inequalities, and foster a more equitable society. Enhanced Stability and Resilience in the Food Supply Chain > By supporting local production and reducing dependence on volatile international markets, the UK could achieve greater food security and stability in prices. This would protect consumers from future global supply chain disruptions and create a more resilient agricultural sector, similar to the Netherlands’ model of sustainable local farming.

This approach aims to stimulate economic growth by maintaining disposable income levels. What Success Means > Success would mean sustained economic growth, higher consumer confidence, and more significant investment in the UK economy. It would also support social equity by not increasing the tax burden on lower and middle-income families.

Why > The non-dom status allows wealthy individuals to avoid taxes on overseas income, costing the UK around £3.2 billion annually. Labour’s policy to abolish non-dom status and end the use of offshore trusts aims to ensure that everyone pays their fair share of taxes. Similar measures in countries like France have resulted in higher tax revenues. What Success Means > Success would result in increased tax revenues, improved fairness in the tax system, and greater public trust in economic policy. Providing more resources to police and intelligence agencies would strengthen the UK’s ability to counter organized crime, terrorism, and state threats. This would align the UK with countries like Italy in their approach to combating organized crime and would increase the UK’s role in international intelligence-sharing networks like the Five Eyes alliance. What Success Means > Equipping the police and intelligence means allowing them to conduct surveillance, investigations, and preventative measures effectively. Additionally, government would ensure their resources are up-to-date with modern threats such as cyber-terrorism though access to advanced tools (data analysis systems, cyber-defense mechanisms, and intelligence-sharing platforms). As a result, government would prevent threats and indicents, and successfully prosecute individuals involved in such activities, restoring public trust and safety. Ultimately, this ensures accountability and adherence to human rights standards.

What Does It Mean For the UK?

Why > In the UK, carried interest—the share of profits that private equity and hedge fund managers receive from their investments—is taxed at only 28% (the capital gains tax rate), rather than the higher rates applied to ordinary income (Weil Tax). The current system of taxation on private equity allows people to treat performance related pay, such as a work bonus. This loophole does not represent a progressive taxation policy. What Success Means > Success would result in increased tax revenues on individuals with investments in private equity in capital gains. This improved fairness in the tax system, and greater public trust in economic policy. This will promote social responsibility among wealthy individuals and corporations.

There will not be equivalent cuts to Government spending comparable to those of the 2010-15 Coalition Government.

What Does It Mean For the UK?

Why > Labour’s promise not to return to austerity and to have every fiscal event independently reviewed by the Office for Budget Responsibility (OBR) reflects a commitment to balanced economic growth. Countries like New Zealand have embraced independent fiscal oversight to maintain transparency and confidence in public finances. What Success Means > Success would result in a balanced approach to public spending, avoiding the negative social impacts of austerity while maintaining economic stability. It would also ensure greater accountability and transparency in government spending decisions.

Use British aid budget and soft power to stabilise countries and ensure more rule-of-law democracies exist in the world that are safe for their people, so that fewer leave non-democratic non-rule-of-law countries to seek safety in Britain.

Commitment

More safe countries to deport failed asylum seekers to.

What Does It Mean For the UK?

Why > The UK has seen a significant increase in asylum claims in recent years, but many claims are made by individuals who do not meet the criteria for refugee status. A robust return policy can quickly and effectively return those whose claims are rejected and ensure that resources are allocated to those in genuine need. Consequently, individuals whose claim is likely be unsuccessful, may be less inclined to undertake illegal journeys. As a result, the UK can reduce the strain on its asylum system, including the accommodation, legal, and social services provided to asylum seekers, maintaining the integrity and sustainability of the system. Additionally, ensuring public support for and international cooperation on migration issues. What Success Means > An increase in failed asylum seekers being swiftly returned to their home countries or other safe third countries would indicate effectiveness in managing asylum cases. Consequently, reducing the backlog of asylum cases and focusing the resources on genuine refugees and asylum seekers. The success of the policy would result in less attemps to reach the UK through irregular means or dangerous crossings of the English Channel, in turn reducing human trafficking activities. A fair and efficient system would maintain or even increase public confidence in the government’s handling of immigration and asylum issues. Therefore, the UK would secure agreements with additional safe countries, aligning with human rights and international law. This strong cooperation would benefit the UK’s international standing. Overall, success would mean a more efficient, fair, and sustainable system that balances humanitarian obligations with the need to control immigration.
