Why > The recent years have seen numerous scandals involving public officials, leading to a decline in public trust in government. Canada appointed its first Conflict of Interest and Ethics Commissioner in 2007. The idea is gaining momentum globally, with U.S. President Joe Biden proposing a Federal Ethics Commission and Australia’s new Labor government committing to establish a National Anti-Corruption Commission by the end of 2022. It would also deter unethical behavior by creating real consequences for misconduct.

A new mandatory retirement age for the House of Lords, and presumably also for the proposed ‘alternative’ second chamber proposed by the 2024 Labour Manifesto, will see all sitting Members of the second chamber mandated to retire at the end of the Parliament in which they reach the age of 80.

This should create a more active second chamber where a much higher proportion of its members both contribute to debates and vote.

All (currently 92) hereditary peers who sit in the House of Lords will lose their right to sit there and to stand in by-elections for vacancies where they once arose, meaning no more will birth-right be a criteria for sitting in the second chamber.

In September 2023, Scotland pledged up to £2.5 million over five years to the Health4Life Fund, led by WHO, UNDP, and UNICEF, becoming the first high-income country to contribute.

There is no indication that he has violated any rules, and Sir Keir asserts that all of this work was completed prior to his appointment as leader last year. Negotiations between HM Government and the Executive of Northern Ireland will be opened with the intention of creating a new fiscal framework for Northern Ireland, perhaps involving greater devolution.

New laws will be passed to provide the same legal immunity in the debating chambers of the devolved legislatures of Wales, Scotland and Northern Ireland to provide their elected members with the same free speech protections (MPs in Westminster are protected by **Parliamentary Privilege**, allowing them to speak freely during parliamentary proceedings without fear of legal action, such as defamation suits. This protection, rooted in the Bill of Rights 1689, applies only to what MPs say in Parliament and does not cover statements made outside of parliamentary settings) enjoyed by MPs at Westminster.

Nearly half of England’s population is now represented by metro mayors. Since the first devolution deal in 2014, powers and funding have been transferred from Whitehall to metro mayors, who lead combined authorities of local councils. Starting with six metro mayors in 2017 and growing to 12 by 2021, they now oversee areas responsible for over half of England’s economic output. Four additional mayoral and three non-mayoral deals have also been agreed with the government.

New rules and laws will be passed to provide greater transparency over donations made to political parties in the United Kingdom, perhaps also with measures designed to limit large donations, remove the anonymity given to smaller donors, and prevent donors who are not UK citizens (especially once the non dom status has been replaced by the Government.

Maintaining these arrangements aims to ensure that Scotland can manage its resources while being supported by the UK. The framework is designed to avoid large fluctuations in funding, similar to fiscal arrangements in federal countries like Canada, where provinces have significant fiscal autonomy but also benefit from federal support. What Success Means > Success would mean continued financial stability and predictability for Scotland, enabling better long-term planning and investment in public services. It would also support the devolution settlement, maintaining Scotland’s ability to manage its own affairs while being part of a larger economic entity. We project Scottish Government funding would increase by an average of 1.2% per year in real terms over the 30 years between 2027–28 and 2057–58.

The existing rules determining how Members of the House of Lords can be removed when ‘disgraced’, presumably either publicly or legally disgraces or sanctioned, will be strenghtened to give greater powers to remove Members.

The existing Welsh Fiscal Framework will be renegotiated and redesigned by HM Government, which believes it is no longer fit for purpose. This could see greater funding and powers goven to the devolved Welsh administration.

A new needs-based factor of 115% will be applied to the Barnett Formula for block grant funding.

The Government, Department for Business and Trade, the Scotland Office and the Foreign, Commonwealth & Development Office will champion ‘Brand Scotland’ (a partnership between the Scottish Government and other organizations that works to promote Scotland’s reputation globally) across the world to help increase the export of goods and services explicitly produced in Scotland to overseas markets.

It would also strengthen Scotland’s global brand, creating economic opportunities and fostering cultural exchange. In 2022, Scotland ranked in the top 20 countries on five of the six dimensions of reputation in the Anholt-Ipsos Nation Brands Index.

The Government’s proposed Strategic Review into Probation will consider measures to further devolve powers over probation to devolved administrations in each of the Home Nations, and specifically negotiations with the Welsh Government will be opened to consider whether devolution in cases of youth justice should take place.

The Legacy Act, passed by the previous Administration to deal with issues stemming from the Troubles in Northern Ireland, the Good Friday Agreement, and the decision to restrict the prosecution of veterans of HM Armed Forces post-conflict, will be repealed and replaced in line with the principles of the Stormont House Agreement of 2014.
